The Challenge
How can we enable the PFM system in Nigeria to tackle public finance problems through different public ministries (MDA)?
The Agents for Citizen-driven Transformation (ACT) program was designed by the EU in response to the identified need to invest in, and engage with civil society organizations.
The program aimed to provide capacity strengthening support to selected civil society organizations to improve their output and enhance their organizational systems and sustainability mechanisms through coaching and mentoring support in areas such as organizational strategy, organizational policy, monitoring & evaluation, governance, and leadership.
The SOLUTION
A 7-day coaching and mentoring initiative organized for Gberigbe Barbers, Hairdressers and Cosmetologists Association (GBHCA) members to empower them through adaptive learning approaches and provide direct support to strengthen the internal, and external environments of the civil society organization (CBO) following a capacity support plan and to support facilitative coordination among and between civil society organizations and their stakeholders.

SESSION 1

OD Topic: Internal Systems | Exercise: Baseline Assessment
The baseline assessment was the first exercise done to begin this capacity development programme. The objective of the baseline exercise was to fully understand the context for the coaching support to be provided and obtain baseline values for key indicators.
Executive heads of the CBO association were asked open-ended questions on organizational development areas to determine existing and non-existing growth strategies and their area of necessary improvement. Technical capacity areas assessed were grouped under the following areas:

Human Resources
Financial Management
Organizational Management

SESSION 2

OD Topic: Internal Systems | Exercise: Mirror, Timeline and Organizational Body Mapping Exercise
The mirror exercise was conducted to establish the organization’s vision and mission statements contained in its constitution and to enable members to articulate and document their vision and mission statements.
Having established the organization’s vision and mission statements in the mirror exercise, the timeline exercise was carried out to walk members through the association’s events over the course of the association’s establishment and how they positively improved the organization’s goals or negatively affected the performance of the organization.
Based on their understanding of the timeline exercise, the organizational body mapping assessment exercise was conducted to establish the holistic nature of how the various components of the association worked in order to help members gain an understanding of the operations of the various components in the organization, their inter-relationships and to identify and analyze emerging issues.

OD Topic: Internal Systems | Exercise: Onion Tool and Oshodi Market Exercise
The onion exercise was carried out to determine the relevance of the CBO association’s activities to its mission and vision. The exercise helped the association members present articulate all their relevant activities and how each of them aided the association in achieving its vision and mission.
The oshodi market exercise was conducted to observe the physical presence of the association’s policy/constitutional documents and other relevant documents used in the organization. Through the exercise, it was established that some important documents like petty cash receipts, communication plans, and strategy documents were not available in the association.
SESSION 4

OD Topic: External Relations | Activity: Stakeholder Mapping and Analysis and Advocacy Planning.
The stakeholder mapping and analysis exercise was carried out to guide the CBO association members to identify and analyze their various stakeholders, evaluate their interest, and sorting factors to the association’s vision and mission.
The advocacy planning exercise was conducted to help participants identify advocacy strategies to engage with identified stakeholders in order to achieve their vision and mission.

OD Topic: Internal Systems | Exercise: Staff Skill Audit
The staff skill audit was carried out to specify the roles of the executive members of the CBO association and to help members of the association familiarize themselves with the roles and responsibilities of the executive members.

The plan of action exercise was conducted to work with the CBO association members to identify their short and long-term activities, the different drivers for the activities and to create a one-year action plan for 2021, highlighting the information presented.

The budget plan exercise was conducted to coach CBO association members on how to create a budget for their organization’s activities using role play.
